電力市場自由化下需量反應制度之可行性研究
The Feasibility of Demand Response in a Liberalized Power Market

摘  要
需量反應(Demand Response)制度實際上是傳統需求面管理概念的變革與延伸,目前亦為美國FERC標準市場設計的焦點項目之一,旨在於發揮需求面的潛在功能,以促進電力市場的有效競爭,並協助電力系統之安全可靠,目前全美各大系統運轉機構(如NYISO、PJMISO、ISO-NE、Cal-ISO等)均積極地推動。
本文研析國外實施需量反應制度之背景、制度設計、經驗及其成效,探討國外需量反應之通訊架構設計,並調查我國需量反應之市場潛量,綜合分析得知我國實施需量反應制度在電業環境面、經濟效益面、技術面雖具可行性,惟離制度推動實施尚有財務來源、法規依據等問題待釐清解決。是故在獨立調度中心(ISO)成立前,初期建議取經需量反應制度之精神,檢討修正現有需求面管理措施為因應,並逐步規劃未來實施需量反應制度各階段之細部事項,待時機成熟即可推動需量反應制度,期與未來電業自由化ISO成立後之市場接軌。

Abstract
Demand Response (DR) mechanism is a modification and extension of the traditional conception of Demand-side Management (DSM). The U.S. Federal Energy Regulatory Commission (FERC) is working on a standardized market protocol which allows the demand side to play a role in promoting effective competition in the wholesale market, and enhance the safety and reliability of power system. Indeed, major regional transmission organizations in the North America (such as NYISO, PJMISO, ISO-NE, Cal-ISO, etc.) are actively developing DR mechanisms.
The purpose of this project is twofold. First, we analyze the DR programs implemented abroad and their background, their mechanism design, their market environment, their implementation experience, and the estimated benefit. Second, although implementing the DR mechanism in Taiwan is feasible in respect to electric environment, economic benefit, and technology, some difficulties, such as the badly needed financial and legislative support this mechanism, are still left to be overcome. Hence, we suggest that, first, a revision for the DSM policy is required and second, a detailed plan for the implementation steps before the Independent System Operator (ISO) is established is necessary.
